If you buy, for example, a $12 item with $15 worth of Disney dollars, you will get change back in regular money, unless you specifically request change in Disney Dollars. I thought it would be nice to put disney dollars in their easter baskets this year but i didnt want to if they didnt get change back.

Your local Disney Store should be able to order $20 denominations. Ours was out of the $20 for a while, they recently got some in. Ask if they can order some for you. You would need to go pick up the $ at the store, but you'd have the denominations you are seeking.
