Discover Disney to annual passes

I have a trip booked for the end of May on a discounted price I made pre-closure. I was just at Disney In feb and was going to make this a one day trip so I was only going to buy a day pass. Now with everything up in the air I was thinking about getting an annual pass to cover any changes I make if I could roll the cost of my discover Disney pass into an annual pass. I called today and was told that even though I had used all 4 days in feb, I could upgrade from discover Disney to an annual pass during the length of the discover Disney promotion but it has to be done in person at a window when they reopen. I asked the CM several ways to make sure I was being clear that the tickets had been used, and got the same answer.

I’m trying to decide if I’m going to cancel in May, but will definitely keep it if it’s available and the only time I can get this credit. Has anyone else heard of this?
