when should I look for discounts for week starting October 21?

October is very busy. You might not find any discounts at all. Many times they have fall discounts but they do not apply to October.

Looks like mid-July, based on last year. This serves as a good guide- you just have to be willing to assume that Disney will stick to the pattern.
