Discount on Silver/Gold D23 Membership?

Does anyone know - I thought that either DVC or Disney Visa has a discounted silver or gold D23 Membership for first-timers? I didn't see it on the DVC website or Disney Visa Perk areas.

I emailed D23 Guest Relations and got an answer:
" D23 memberships are not eligible for discounts and promotions."
