As mentioned it depends on the price range and atmosphere you are looking for:
Bistro de Paris- awesome atmposphere- great food, but pricey and not on the dining plan- this tends to be a quiet place with very few children
Chefs De France- good food (although my favortie items are available much cheaper at the bakery)- normally good service, very crowded compared to upstairs
Le Cellier- decent steaks- 2 credits on the dining plan (when you will be going)- tends to be very crowded but we had good service and food here
Marrakesh- food is different but we love it- not as expensive as a variety of other places, fun atmosphere- entertainment (belly dancing), less crowded
Rose and Crown- possibility of fireworks viewing (can't bopok it only hope for it), British Food, crowded
Teppan Edo- expensive if dining out of pocket, sit with other groups (8 people per table), chef cooks in front of you, fresh food- Japanese
Tokyo Dining- Japanese- Tempura and Sushi- has nice fireworks viewing if you get the right table, tends to be less crowded and quieter
Coral Reef- alway crowded- food has always been good for us, sometimes great seating (near tank) other times further away, waits tend to be long unless you are part of the first bit of reservations for the meal
I haven't eaten at the other noin-buffet meals so i can't comment on them personally.
