1. Do you have to be staying on site in order to make ADRs?

2. What time does the online reservation system? phone reservation system open each day?

I have been to Disney three previous times and was on the Disney Dining Plan. This is my first trip where we will be staying off site and not using the Disney Dining Plan. I am still looking to book two character meals during our time there.
 
No you don't have to stay onsite to make ADRs. You can make them 90 days prior to each day you want your ADR for. That will change to 180 days out in a few wks, but I can't remember the exact date.

I think the phone system opens at 7 Disney time, and the online opens 1 hr prior.

1. No you do not have to be staying onsite, but you DO have to be onsite to make a 90+10 reservation (meaning you can make all your ADRs at 90 days before the first day of your vacation PLUS the 10 following days).

2. 7am Eastern. Some people have reported being able to make ADRs online as early as 3am Eastern.
