Dining plan?

I know that to get the dining plan you have to book a package. Does the package have to be through disney or dreams or small world. I have tried getting a price through travelocity or expedia but no luck for the dining package available as an option. Is this true?

not sure... i use www.magicalmemoriestravel.com and lori was able to book a package w/dining for me... i know you can also book a package w/dining thru aaa... not sure how it works w/the other travel sites... sorry!
