Dining plan with DVC rental?

Can you purchase the dining plan if you rent DVC from an outside source?

The DVC owner must arrange it for you, and you must provide the form of payment to the owner. You cannot do it on your own, and have to either pay the owner the value (so they can put it on their card) or give them your card ingfo.
