Dining plan staying off Disney property

Hi just need to pick your brains. We've recently booked OKW for 14 night in September/October 2013, inc park tickets and dining plan, as they were offering an irresistible deal. We're hoping to tag an initial 7 night stay at a villa off Disney property before OKW- does anyone know if we are we able to increase our tickets with free dining plan to 21 days even if only on Disney property for 14?
If we can would the condition be that the start of the stay would be in Disney property? It would save quite a bit of money- worth an ask?!?!

You really need to stay in Disney first, people struggle to get tickets activated before checking into a Disney hotel first, those that have posted have said they have only managed to activate tickets upto 3 days before their Disney hotel dates, I can't ever remember seeing anyone post they have done it a week before.
I enquired a few years back by email, Disney's official line is you can't get your tickets until you check into your hotel.

If you did the Disney stay first you would have no problem using a 21 day ticket after you leave your Disney resort but the Dining plan will expire at midnight on the day you check out, you can't use DDP while staying offsite, either before or after, its for onsite guests only.
