Dining packages for ROL (or others-Fantasmic) question

Per Disney it says,

The dining packages for Rivers of Light are released as showtimes are confirmed, which is approximately 3 months in advance. We understand that this does not align with other dining reservation booking windows, and apologize for any confusion this may cause.

Can you typically book this 180(+with resort reservations) days out like other reservations or is the three months in advance more common?

Second question, Do I need to have already purchased my park tickets to make this reservation?

No, you cannot book the dining packages at 180 95% of the time, as they are generally not released until about 90 days. You can make reservations at the restaurants that will offer dining packages, but those reservations will NOT be dining packages, and there is no guarantee you will be able to convert an existing reservation to a Dining Package reservation when showtimes are released.

You do not need park tickets to make any dining reservation, regardless of location.
