Which is a better plan for dining discounts or should you get both?

Well i wouldn't buy an AP just for the dining discounts as I think it would be hard to justify the cost vs benefit. If an AP makes sense (would use for multiple trips vs just one) then the discounts are a nice bonus. Do you qualify for the gold AP? If so the cost vs a 7 day park hopper is something like $85. However there is much overlap between the DVC dining discounts and AP ones-so if you are a qualified owner you don't actually have to buy an AP to get those discounts just show your blue card/ID when you dine. As far as TIW goes we have never purchased it since we don't do sit down meals every day and with the initial investment to buy it wouldn't save a ton vs the AP/DVC discounts. You really need to look at your Situation (number of diners, where you plan to dine, alcohol drinks, etc) and based on that you can determine if TIW would be a good fit for you.
ETA If you aren't a Florida resident I think you have to be an AP or have a DVC blue membership card to purchase TIW.

We have both. AP we have for the numerous trip we take (average 12-15 days a year). We buy the TIW card as well because of the fact it gives 20% off meals and alcoholic drinks almost everywhere. Where as the AP discount does not include any alcoholic beverages. Go to Allears.net, look up 2017 comparison of dining discounts. You can look up the places you generally dine and you can decide which is best.

I have done TIW in the past, and it was a good deal. We broke even during our second trip, and then saved some money on our third trip that year.
However, we did not get it this year because the AP and DVC discounts are so good.
The break even for us is 150/.2 = $750. With the current discounts, we would have to spend $750 on drinks to make it worth it. I realize that some people spend $750 on one bottle of wine, but that is not us.

I ran the numbers DDP vs TIW vs AP vs DVC. 7 days with 4 sit down dinners. AP was the winner this trip, especially since there are some QS discounts with AP this year. Have done all in the past, and do the analysis every year.

Here's a good side be side comparison of discounts so you can look at where you eat and see what might be available where. If the AP discount is available at most or all then that's likely going to be the best unless you order a lot of alcohol.
