digital papers

hello,
I am looking at getting photoshop elements and was looking around for some free digital papers. How do I know if the digital paper is ok to use. for example some I see are 1800x1800 while others are 3600x3600...should I avoid using 1800 for 12x12 layouts?

for 12X12, I would use 3600X3600 because the resolution is MUCH better. 1800X1800 is mainly used for 6X6 and 8X8

i will make sure to check the pixels for the free items i find or the items i purchase....would be a shame to have a blurry background or element.
