why does he insist that it use floppies? if a computer has usb you can buy a card reader for a very reasonable price, (i got mine for $10, but i would figure 20-50 depending on the type of memory) or you can buy floppy adapters so you can stick the memory card in his computer, floppies are not a good way of storing pictures, and if you get a camera with a decent resolution the picture won't fit on the floppy.
I have an hp315, which is a 2megapixel camera and uses compact flash, and i love it. I wish it had optical zoom, digital zoom is useless because all it does it crop the picture (yes by using digital zoom you can reduce the size of the picture your saving, but thats all it does).
If he's planning on using it for the web 480X600 ie 1megapixel is good enough, for printing 4X6 get a 2megapixel camera. If you want good quality bigger, get a bigger resolution, but 2 megapixels is a really good price vs quality point (imho)
btw, if for some insane reason he still HAS to have floppies sony is the only one i know who made one. I believe its the sony mavicia but i could have the model wrong. I don't know if they still make it or not.
