Difference in room categories 11 and 12?

I'm confused about the difference, if any in these categories. And why do categories 11 seem to be cheaper than 12? It seems as though it should be the other way around. Thanks!

DCL has been running some specials on Cat. 11s, and they are definitely preferable to Cat. 12s if you can get one. There are very few Cat. 12s and they are all under the adult nightclub area. Cat. 11s are located on several upper decks of the ship. Other than deck location, they are the same in configuration, with the exception that some Cat. 11s sleep four, and all Cat. 12s sleep only three.

There are only a handful of cat 12 cabins and more cat 11 cabins. I guess it's just supply and demand.
