No one knows how Disney selects the recipients of their pin codes. But in general, pin codes are mailed or emailed to random people. Sometimes a person will call WDW reservations and ask if there is a pin code available in their name. Some people have gotten lucky and there is a pin code waiting for them. But most people never receive them.
I have no idea why, but we seem to get every pin code that ever comes out. Maybe they just know we're too cheap to go without one? I've booked trips previously, registered email and snail mail, and we only go every couple years staying onsite value or mod. Those are the only factors I can think of.

There is no way to know when FD will be in the future. There has been talk for quite some time that it will be extinct at some point. So far this year, it is only in Sept as a public offer.

So far free dining has only been released for those select Sept dates. There are rumors that there may be more free dining dates offered in 2013. There are several discussion threads in the Disney Discount Codes and Rates forum:
I have asked the CMs at Disney Travel if there is a method to the Madness when it comes to pin code distribution, this is what I was told.." The recipients are chosen at random within the computer system". If you are registered with Disney you are eligible and may or may not receive one. A lot of people on here have said they have gotten one soon after saving vacations for later on the Disneyworld site, others have ordered the vacation video and gotten them. This will be my 5th trip to Disney and I have only received one in the mail one time. My sis in law went once in 2010 and gets them several times a year so it really does seem random and sad for those of us who never get them.... My friend who went with us in 2008 got one this year for the spring promo....first time she's ever gotten one!
