Design program under $50?

Hi, I have used Photo Impact Pro in the past, but it does not work well with Windows 7 (at least on my laptop). I can design in it, but it is not saving correctly. Photo Impact is now close to a hundred dollars and I really don't want to spend that kind of money to just design a few shirts for our personal use! We can still use most of our shirts from the last couple of trips. Do you have any programs you like for under $50? I don't do really complicated designs. I did download Gimp, but am not loving it - maybe I need to play some more with it. It just doesn't seem very user friendly. Any advice?
 
I'm not sure exactly what your trying to do but if you save pictures off the internet and just want to add text and simple things like that I do that with photo pos pro and photoscape. They are both free downloads online.
 
Windows 7 has a compatibility mode that will run older programs. If you're running the pro version it's a virtual copy of XP. I use that one @ work and am not familiar with the home version. Still on XP @ home. Google Windows 7 compatibility.
