Yes. Ground floor rooms tend to have patios. There may be a few rooms at BC that don't have balconies.
 
Certain rooms at the Polynesion do not. I believe some of the second floor rooms just have a slide open door and a railing. Others will confirm this with some of the older longhouses.

You are right. I totally forgot about the 2nd floor Poly rooms.
 

Also, Contemporary Garden Wing. Second and third floor lack balconies; first floor offer patios.

Same structural reason as the old Poly longhouses don't have balconies. They were pre-assembled, then stacked, then the framing went up. (Contemporary Tower also were pre-assembled, but they were slid into steel frames, rather than having the frames built around the stack.)
 
Not all the rooms at BC that have balconies have full balconies. They have what are called Juliette balconies, which you can stand on and that's it.
