A cake can't be delivered to a counter service restaurant it needs to be at a sit-down or table service restaurant.

If this is for a child, some CS places, like Plaza Inn, have special cakes (treasure chest, blue or pink) at the dessert counter. You could buy one, preferably at a CS place in DCA, and take it to Flo's if Flo's doesn't sell one.
