It is a prepaid meal program that can be added on to a Disney package. You can book it through Disney travel, a TA, or AAA.

A Disney package requires you to stay onsite and buy tickets from them for each person in the room over 3.

Dining plan is in 05 $35 adult and $10 child 9 and under (I think I have that age right). It is slightly more in 2006. The price includes tax and tip on the food. (but you do pay resort tax as it is part of a package so that should be priced in).

The basic dining plan includes one Table Service meal with appitizer, main course, dessert, and a regular drink (soda, tes, coffee). One Counter Service (walk up) meal with drink and dessert, and one snack per person per day. You need to buy it for your length of stay.

It is a fantastic deal if you have anyone that is young enough to be a child on the plan. It is a good deal even if you don't provided you eat at sit down places (or buffets) fairly often.

lenny, the dining plan must be purchased with magic my way however you do not need to buy park tickets for your entire stay. For example, if you were coming to WDW for 1 week but planning to visit other attractions, you would book your WDW hotel for 1 week, add a minimum of 1 day park tickets, and then you must add the dining package for every person in your party over the age of 3 for the entire stay. Remember, the dining package is only available to those people staying at WDW hotels - it is not available to offsite or vacation club guests.
