The decline option is only available during online check-in.

I don't like to do online check-in until close to my check in date. How close can I cut it and still be able to decline the bands. I don't want any more bands attached to my account.

My account showed I had declined them when I didn’t. I chatted with a cm online and they were able to reverse it so I could pick bands. Perhaps they can do the opposite for you and change it so you’re declining them.
