When you are in any sort of wheelchair you are considered a pedestrian. And pedestrians are not permitted on Interstate Highways. And ev en though he was in a vehicle, he was more than likely (99+% probability) that he was below the minimum allowable speed.

And, by the way, the picture shows a power chair and not an ECV.
