December AP rates - if and when?

If an AP rate were to come out for December, when would be a reasonable time to expect to see them announced? We don't usually have AP's so I haven't really been following the threads about such things. Thanks!

I would guess October. If memory is correct, it seems to be when the winter codes are released. But with the best rate program last year, it's hard to judge this timeframe now.
