Is the 20% discount applied to counter service meals on the DE or is it only on table service?

I believe the only CS where you get the discount is the value resorts.

For the most part, it only applies to TS. It does apply to some CS, when there is no TS restaurant in the area. For example, POFQ and POP do not have a sitdown restaurant, so you can get 20% off at the FC. (It used to work at TH in AK prior to the opening of Y&Y.) It is also not good at the Waterparks, as far as I recall.
