DDP TS "Entree"

actually it's "maybe." At a Disney operated restaurant they MIGHT allow this. If the restaurant is third party they probably won't, because of the way they are reimbursed by Disney for the use of dining credits, they cannot serve an appetizer but ring up an entree. But you should be prepared to be told anywhere that you can't make that sort of substitution.

If you are just trying to burn a TS, you can always use a TS in a QS location. Not the best value but it is still used.

Your best chance to order an app will be at a Disney owned TS since they have more leeway, but even there be prepared for a restaurnt to not allow it. As MakiraMarlena posted, the third party restaurants won't allow it because they are reimbursed by Disney according to the rules of the plan. Since apps are not allowed on the basic DDP they are only reimbursed for items ordered from the "Entree" section of the menu.

Most TS restaurants where you order from a menu will allow you to share an entree so you could use the extra TS to order one entree for the 2 of you.

After you have used up your Quick Service credits many of the QS locations will allow you to use the TS. Because this option is not specified in the DDP brochure, some places, especially third party venues may not allow it because of the reimbursement policy.
 
You might be able to. Just last month I ordered an app for my entree at RFC in AK, on the DDP.
