according to the DDP FAQ's thread (top of this forum page) you have to purchase a package which includes room, base ticket & DDP. As far as I know the only exceptions are for AP holders and DVC members.
Not unless you purchase a one day ticket for each person in the party. DDP is part of a package only (unless you have an AP). As a package you muct purchase the room, park tickets and DDP together and for each person inthe party. If you want the discounted ticket rate you can't get the DDP.

Is there an exception for AP holders? I didn't think there was. I know there never has been in the past, so if AP holders are eligible, it's a recent change.
You can get DDP if you are staying on DVC points without the ticket requirement.

There is, as of this year, an AP room/dining package (no ticket purchase necessary) available.
This is considered a package although it does not require a ticket purchase, and is subject to the same deposit, payment and cancellation rules as other packages.
Only DVC members staying on points do not have to buy a package to get the dining plan.
