DDP and the 10% gratuity at CSR counter service

Does anybody know how the 10% gratuity is paid for counter service with the DDP at CSR's Pepper Market foodcourt? Is it covered under the plan or is it paid out of pocket? Last time we had DDP tips were included, now that they are no longer included I was wondering if this was different at CSR. This is the only place I'm aware of that charges a gratuity for counter service meals.

We stayed at CSR 9/2009 with the DP. We were not charged the 10% gratuity when we ate at the Pepper Market.
