DDP and military tickets?

We buy our park tickets on the military base, and then book a room only through Disney. I read on one website that we were eligible for the DDP, even though we're not buying tickets direct from Disney. Can anyone tell me if this is true?

Yes, true. You book the military rate for the room. Not everything in every resort is available (just a forewarning). If you want to add Disney Dining, your booking will become a package called Military Dine. There's no ticket requirement b/c of the special Military-Disney tickets available to you. However, you aren't compelled to purchase the special tickets if they don't fit your length of visit. We have a Military Dine visit next month! :goodvibes

Current Military room and ticket programs run through Oct 3, 2015. If your booking is for after that, you can't get the discount ... yet. You have to wait for a renewal of the discount program. This year the renewal was announced in July. But you could go ahead and book a regular package of room plus paid dining, then change it to a Military Dine package when the renewal (hopefully) is announced. All you'll owe until then is a $200 deposit. Recommend you don't book room-only in this situation, because it can't be converted to a package. You'd have to cancel and re-book a new reservation, and perhaps lose out on the availability of the room you had reserved.
 

As pp stated, you will have to cancel and re-book if you do room only and then change to military and dining package. This happened to us in 2013. I had a room only for CSR in Nov., then when I called back when the military rate was released that July or Aug. the same rate room wasn't available- only the suites or something. We decided to book at AKL and it turned out to be a fabulous vacation, but if you're set on a certain resort be sure you call right when the military rate is announced (you know, stalk this board:)
The other difference between room only and dining plan with room is that with room only you can cancel up to five days before, but with the dining package added it is 45 days.
 
It's not a room-only. It's a ticketless package and subject to package rules for deposit, cancellation and change. So you would need to pay it off at 45 days out, and cancellation/change penalties apply after that.
 
Is it the same if you have an annual pass? Do you just book as if you're getting the military tickets? We've done the other route but are now close enough to justify annual passes but curious if we can still get the dining plan with military room rate.

I would say yes because when I called to book the room both times this year (once was for a quote, once was to actually book) the CM's didn't ask me anything about how we were getting tickets or even IF we were getting tickets, but both asked if we'd like to add on the dining plan.
