DDP and Food court question

We have booked POP in December with free dining. I have been reading reviews that other resorts have allowed you to sub a snack/dessert with the QS credit when you are buying a meal since you have the refillable mugs. I know we have done this in the past at Sports. But, it looks like POP does not allow substituting the drink. Is there anyone with recent experience with this at POP, Sports or AoA?

I was able to do it last year at Sports, as well as Pop in 2016.

I also did it at Pop in 2016, but from more recent reports it sounds like they stopped allowing it since then.

We were at POP in August 2017 and it was definitely not allowed (we tried a few times). BUT... just walk across the bridge to AoA as they were allowing substitutions (of course, it could change at any time, but we were able to consistently do it in August 2017).
