Nope, not the same thing. The DDE is a card that you can purchase if you have an AP or if you are a Florida resident. It entitles the cardholder and 10 guest to 20% off of most TS meals including alcohol.
The DDP is a meal plan that you can purchase (not sure of the new cost) with your vacation package. If you purchase it you get 1 TS, 1 counter service meal and 1 snack per day to use at your discretion. There's been alot of discussion on these boards about what restaurants will be participating this year, so you might want to check out the DDP thread
