DDE cards?

Can someone please direct me where to go to read up more on this.. Do I have to be a guest at a WDW resort to get one, how much does it cost, can you use it any any WDW restaurant??

Here is a pretty good overview. You don't have to be a guest, rather you must be a Florida resident or an Annual Pass holder.
