You can order a DDE card with a voucher -- no problem.
Just call and ask your questions directly. The DDE people are great about telling you when to order your card so that it lasts 13 months.
I didn't even have to ask! When I tried to order it early, they talked me out of it! I'm glad they did, as now we will be able to use the same card this year. I ws concerned about having to pick it up at Epcot, but the card showed up in plenty of time, 10-14 days after ordering.
