Are these available on the ships? Are they available anywhere to buy before a cruise, like WDW?

Yes, they are available on the ship. I've never seen a cruise-specific autograph book anywhere else, though I did read that one was briefly available online at DisneyStore.com. As a note...shops onboard will not be open while the ship is in port, so you won't be able to purchase one until after you've set sail the first evening.
