Yes. You have been able to lately. I think it's an unfair policy…
Here is what I have figured out... All the machines turn on at once. So, when Disneyland opens at 8am, they turn on the machines, and they are on at DCA also at 8am, even though it is EMH there. When EMH start at 7, it wasn't on until 8am....There have been reports that they in fact open during EMH. This is not normally the case though. FP in general is NOT available during EMH/MM/EE.

I can confirm last Sunday and Monday it was on. I can confirm that EMH at 8am has been having FP available, and that EMH at 7am did not.Anyone @ DCA EMH in the last 4 days or so who could confirm if during EMH they opened GOG fastpasses
I understand that but also I have read "tricks" of getting a fastpass right when machines turn on and return time will be about 20-30 minutes later so essentially you can then get another whole set of passes again (say get them at 8am, then another set at 8:30am) and by 9am when open to general public two sets of passes have been obtained by all EMH guests who want them. I know it would be rare for them to all be gone during that hour but for new rides figured it might be.Keep in mind that EMH at DCA is only for hotel guests, so I'm not sure there are even enough people to take ALL the FP before park opening. But they can certainly take a big chunk so you will likely get a late return time.
The minimum time between current time and FP time is 40 mins. So, if you pull a FP at 9am, the earliest time you will get is 940am. (EMH at DCA is usually 8-9am. Fridays is sometimes 7-8am.) We did pull a FP during EMH for 905am (at 820am) and pulled a second set at 910am which was for 11am-noon.I understand that but also I have read "tricks" of getting a fastpass right when machines turn on and return time will be about 20-30 minutes later so essentially you can then get another whole set of passes again (say get them at 8am, then another set at 8:30am) and by 9am when open to general public two sets of passes have been obtained by all EMH guests who want them. Either way we are just crossing fingers and hoping for the best. Thanks!
This morning was EMH from 8-9am, and we found during that time, with only hotel guests riding, wait times were only 10-20 mins. We were able to ride 3 times between 810a and 9am. But as soon as the park opened, wait times skyrocketed.I've been watching FPs on the app since the ride opened. Typically, they've been running out, regardless of EMH or 9:00 parking opening, around 10:30 am. So, while you won't be able to pull one with a close return time with EMH, you will be able to get one. (Right now, toward the end of EMH, GotG FP return time is 10:50-11:50. The wait time for the ride itself is an astounding 15 minutes.)
Yes, I noticed that, as well - but I also noticed that RSR got to 40 minutes at the same time. This morning was EMH from 8-9am, and we found during that time, with only hotel guests riding, wait times were only 10-20 mins. That is interesting. At 10am, the wait time for GOTG is 180mins, and RSR is 75.Yes, I noticed that, as well - but I also noticed that RSR got to 40 minutes at the same time.
And right now (11:00 am), RSR is 105 minutes, GotG is 100 (but GotG FPs are going to run out in the next 5-10 minutes and RSR probably has at least an hour's worth left). That is interesting. At 10am, the wait time for GOTG is 180mins, and RSR is 75.
