Day-of ADR changes

Am I correct to assume that if I have an ADR for say, noon, and I am running behind and see an ADR for 1 pm, I cannot change it to that ADR because it would "cancel" my current one and the $10 pp penalty would apply?

With the new change that you can book up ADRs up to 20 minutes prior (instead of 2 hours prior), I am thinking that I may cancel some of the mid-day and breakfast ADRs and play it by ear.
 
On Easter Sunday we moved our brunch reservation back by about an hour by calling the Disney Dining. We were not charged a no-show fee.

That's good news! I wonder if you have to call to make a change, as opposed to using the app.
 

I wonder how this works if you want to change restaurants day of. I can see my crew resisting going back to the park on day 2 and wanting to eat in the resort instead. But I won't know until that day.

Now, I have never done this but I know that some have had success by calling and changing their current ADR to a different day (doesn't matter what day). Then you cancel it. You can then make a new ADR or whatever.
