Would someone with Type 1 diabetes who has difficulty standing due to being dizzy be able to get a DAS card

Disney's response to a guest with any trouble with standing or moving, walking, etc, is to suggest a wheelchair or an ECV.

Doubtful. That need can be resolved with a wheelchair or ECV. If someone has trouble standing, a wheelchair or EVC offers a permanent, mobile seat so that they don't have to stand and it can be taken through most lines.
