The concept art suggests that they're really only changing the carnival rides and the shops between TSMM and the swings. I'm not sure the other side with Ariels and Goofy Sky School are even considered the pier?

They are still IN Paradise Pier section of the park. They are in not ON Boardwalk section of the Pier. And I think you are right that it is only the Boardwalk section that is going to be changed.

Yes -- I agree with both comments. Unless I completely misunderstood what was being shown in the concept art, I really think it is just that specific section of Paradise Pier -- but not not the entire land (though they probably did not do the best job of explaining it at the Expo). I do think that they might be testing the waters and gauging interest for a possible larger, full-fledged land in the distant future sometime, but for the immediate future I think that Pixar Pier is just going to be focused on that carnival/boardwalk section.
