I've been considering doing it for a few years now, so would anyone have a rough idea when the dates for the 2019 D23 is likely to be announced?

Sometime within the next year. They should be roughly the same weekend they were this year.

Probably March 2018 if they follow the usual trend with ticket sales going up exactly 1 year in advance.
