I'm checking in on Aug 18th and received all my stuff about a week and a half ago.

I would definitely call ASAP.

This is not normal. As a TA, I usually get my client's documents about 3 weeks prior. Did you use a TA? If not, call Disney ASAP. I will tell you that I have noticed this year that documents have been a little slower in arrival than in year's past. Good luck!!!!
