Cypress Pointe - I'm so confused!

I see a lot of people like this place and it sounds really nice and economical. Do you have to be a timeshare owner or can anyone book a stay there? What is the best way to book? I saw it was on Hotel Kingdom. It looked like on the Cypress Pointe website that you had to be a timeshare owner. I need to know where to get the best price for a 3 BR for 9 nights.
