It's a pre-paid Mastercard debit card. It carries monthly fees which will be applied within the first 36 hours of purchasing the card. That could be anywhere from 1 minute after purchase to 36 hours following the purchase.

You have to activate the card before it can be used. Activation online will require your SSN. You can get "limited use" of the card by phoning in to activate but they can require you to provide documentation such as a driver's license in order to activate the card. You have to remember that you are basically opening a bank account with this card, so it is subject to different rules from those that apply to a gift card.

The card in the packet is a temporary card. Your permanent debit card will be mailed to you after you activate the temporary card. The temporary card has a magnetic strip, debit card # and CID just like any other debit card. You can use it to make purchases or cash withdrawals at an ATM.

Other than the outrageous fees that the bank charges for having the card, it works fine for debit card purchases. Just make sure to use it right away so that you don't end up paying a monthly fee. And cancel it when you have emptied it. Otherwise, your "account" remains open until the bank decides to close it.
