CSR - Pepper Market & Dining Plan

CSR- Pepper Market charges 10% gratuity onto your bill.

If you are on the WDW dining plan - the Peper Market is considered your Counter Service Meal.
Dining plan says tax and gratuity is included.

So how does the Pepper market work with the WDW dining plan ?
Does the Pepper Market then not charge the 10% gratuity ?

We were AP holders with DDE - but we plan to be Pass Hopper tickets with Dining Plan on our next trip.

The Dining Plan seems to save so much $$$'s and pays for its self.
We did Coral Reef dinner our our last trip - with DDE 20% off it still cost us $110. LeCellier lunch with DDE cost us $101. Rose & Crown with DDE cost us $80 for lunch.Crystal Place breakfast with DDE was $80, as was 'Ohana's

So with a family of 4 adults (all over the age of 9) - $160 a day for a sit down, counter service and snack is a bargain !
