I've cancelled just hours ahead and never been charged.
I've been wondering if you can do this because I made an ADR for an upcoming trip and realized I accidentally made it for the same day I made the reservation (hope that makes sense). I went back to "modify" it right away and had no problem changing it, but on another occasion I tried to see if I could modify an ADR on the same day (to a different time) and it told me I had to call. So I think it's random.
Nope. I don't know where "24 hours" comes from, but it's an often repeated inaccuracy. The rule is "day before," which means up until midnight.24 hours before or you are charged a $10 per person no show fee.
Different issue sort of, last trip we tried to get a fee waived by the concierge at Yacht Club and were told that they had no control over the no-show fees (for someplace in Epcot though don't remember where), though we tried to cancel because it was pouring rain and we didn't want to get soaked walking over to the restaurant.Also, if you are in the park/hotel near your reservation time and can't make it, it doesn't hurt to go in and talk to them and see if they can waive the fee. We were in Hollywood Studios last year and the kids were tired, cranky, and needed a break. Our reservation for Prime Time Diner was still about 2 hours away. I went in and explained to the hostess. She said no problem she would take our name off the list and mark it so we wouldn't get charged the cancellation fee. She said if people just communicate with them it's usually not a problem. She also said the restaurants are the ones who submit the no show list to Disney Dining.

Also worth noting that as we know the system isn't the most reliable, it can be a bit risky to wait until 11:55 to cancel. I've gotten caught with a system that couldn't cancel my reservation online after the phone lines had already closed for the night.Nope. You can easily cancel online up until the night before without being charged. So if you have a breakfast ADR for the next morning you can still cancel the night before without penalty (doesn't have to actually be 24 hrs before)

They=conciergeI've found that if it gets too close to cancel online, to avoid having to call, you can go in and change the reservation. If you still want to try and make it another time, look for a better time. If you want to truly cancel move it to come far off time, days or weeks away, whatever you find, and then cancel. A CM on the reservation phone line told me to use this technique

Very true. Note that the phone lines close at 11PM, so that's the latest you could call to cancel. Assuming the system is running. Be prepared to call instead of online. At the moment, once again the "someone Ate the Page!" message is displaying while trying to make reservations.
