My understanding (we are going to be staying at Boardwalk next year) is that the only counter service that is on the dining plan at Boardwalk is the Bakery.
According to the 2011 & 2012 Disney Dining Plan the Quick Service locations at the Boardwalk which accept the Dining Plan is the Boardwalk Bakery and Belle Vue Lounge. My best guess is the Bell Vue Lounge is listed on there because in the morning they sell a Continental Breakfast, however that's the only time of day when they sell food there. Now another location listed on there under the Snack Locations is Boardwalk Joes which is a cart located along the Boardwalk where your credits can also be used. http://www.wdwinfo.com/disney-dining-plan.htm#participatingddp
MK has Caseys Corner and they have beef hot dogs and Columbia House and over to Boardwalk not a whole lot would be better to go into Epcot and go to The land to Seasons it is a food court with a lot of options for counter service. Or take boat over to Hollywood studios and is several options there as well they have the Staring rolls bakery and then the Market down by Tower or Terror. Know you wanted to stay closer to Boardwalk but mostly is the bakery type things
