Just got back, was in the parks on Tuesday and Wednesday. Went this exact same time last year, and it was definitely more crowded this year. By summer standards, it was a piece of cake, but the crowds certainly were not negligible.
The longest wait was about 50 minutes for Soaring Over California. We waited for about 20 to 25 minutes on other rides -- Splash, Dumbo, and Tower of Terror. The lines looked a little longer at other times of the day, but we know how to time things pretty well. As I said, not that bad compared to high season, but still, when the parks have short hours like they do right now, it's not negligible. The parade was about 4 to 5 deep on Wednesday, which is always a decent way to judge.
On Tuesday, it rained like crazy early in the day, so the parks were virtually empty after it cleared up around 3 or 4, but before that, we had some sizeable waits. (Also an early entry day, which I think had something to do with it.)
All in all, still slightly "busy" season. It's exaggerated most in DCA, where they have lots of slow loading rides and lots of discretion about how to operate -- for example, they only had one "jellyfish" open on the jellyfish ride, so we had to wait about 20 minutes, even though the line looked short and would have gone much quicker in the summer with both open. Same with Soaring Over California.
