Just towels and pretty clear person is not around? I would definitely move them. If that person was in the pool, they'd show up quickly to see what was up, and I'd apologize and move.
And I get so frustrated with families that save a lounge chair for each human, when they know only the 2 adults are ever going to sit down, or even when all they need is a place to put their t-shirts and cover-ups. I sit in one lounge chair. My kids can sit on the end of it when they need to sit down, or they can sit on a towel on the ground. Our stuff can go in a bag that sits on the ground. Leave the lounge chairs for people who are going to lounge.

. Stayed at All Stars and never had a problem getting a bed around the main pool, Also stayed at Port Orleans and plenty of beds around the quiet pool.
