Does that stand for carribean beach resort? We're having our VR @ the swan and we'll be doing a welcome gathering at the carribean beach resort by their pool cabana. We stayed there back in June and I asked the conceirge lady if something like that would be allowed, she said absolutely. The only issue would be that they could not hold table for us, but we have no problem with that at all. The area is HUGE and it extends back behind the cabana and overlooks the water. There is a playground nearby too. The only issue is that non-guests are technically not allowed to use the pool.
If you wanted more of a traditional reception (dinner, DJ, etc) they have function rooms in the swan/dolphin that can be rented out. We're doing dinner @ the il mulino just next to crescent terrace (in the swan). I was told by the GM there that they also rent out their fountain terrace ($1,000 minimum in spending) for people who want to do drinks, hords there. So that could be another option for you if you wanted to keep it inexpensive.
