We actually liked the queue at the All Star values. WE considered them to be one of the unexpected pluses of the resort. I agree that Disney should have considered covering them. Like the cost would be anything significant to Disney. As others have said, there are benches at the All-Stars for maybe one person per group (during peak bus times). There are also big letters for ALL-STARs that have bases you can sit on, but not necessarily in the shade.
On the plus side though, the bus lines have distinct queues. At the mods, bus loading occurs herd style and it's a totally Darwininan thing, with late-comers trying to rush the bus. We had a particularly bad time at POR one night. People were VERY rude and agressive! It got ugly. AKL has always been better, I'm not sure why. The other mods were mixed. but none of them have actual line queues, except the boatrides. So when the bus comes, people may or may not be in some sort of line, and even if they are, the first person to line up is the first in line, not the first person at the bus stop. And beyond that, WHERE the bus stops is not clearly marked, so if the bus pulls up less than expected, the 'front' of theline may be four families back, leaving those first in line to defend themselves.
Another thing to consider, is that most of the time you are waiting for buses at the resorts is in the morning when it's cool and maybe late afternoon (like before heading out for dinner). Rarely do we spend time waiting for buses in mid-day, no matter where we stay. And when you do at the All-Stars, there aren't many folks, so you can often sit in the shade until the bus pulls up, and stilll get a seat, but that may depend what time of year you go to WDW.
