Coupons when eating at Quickservice?

So, I see on the news headlines at the top of the forums that they are announcing a 20 percent coupon when you eat at quickservice. Does anyone know if this applies to everyone or do you have to be part of a package? This would be so awesome for us.

I think the coupon is for 20% off merchandise in the stores, not off food.
WHen I read the headline I thought "gee, business must be bad" Hoping for a great deal to come out

It is for certain stores and only at certain CS. Seems to be random at least last time I was there.
