Coupon train question

If you participate in a coupon train, what do you do if the newspaper you get doesn't have coupons in it? I know there are weeks when NONE of them will have any, but what if you just get a bum newspaper?

My SIL is worried about this happening to her on our train and I don't know what to tell her.

Usually those are non-mail weeks..like there is one upcoming for Memorial Day weekend...but most weeks you should be passing on previous envies

I know there are weeks that there are no mailers. That's not what I'm asking. She has gotten newspapers before (on a week that SHOULD have had inserts) that didn't have any coupon inserts in them and is worried about that happening again. *I* will be getting a subscription to avoid that issue so that if I'm missing the coupons, I can call the paper and get a new one, but can she still do that if she buys it in the grocery store?

Tips for buying the paper in the grocery store.
Open it up and see if the inserts are in it.
If not grab one lower in the pile and check again.

I do that so I am not wasting money when I am expecting inserts. Dealseekingmom is a great website and she lists what inserts should be in the paper and also what coupons should be in each week.
