Couple of specific ride questions

I'm getting serious about planning our MM and rope drop strategies for our days, and I'm wondering if some of you "in the know" can answer two crazily specific questions.

1) When DCA opens at 9:30, and you are able to ride Soarin' before the rest of the park opens...do the Soarin' FP machines open at 9:30 too?

2) I have a recollection from our last trip that a couple of Fantasyland rides - specifically Casey Jr. and the Storybook Canal - did NOT open at the same time as the rest of Fantasyland. But now I'm wondering if I imagined that. Anyone know? I remember both being really slow loaders, and want to build them into our schedule early if they are open. (Maybe they don't thrill everyone, but they make me feel seven again and Florida doesn't have them.)

This is what I remember also from our many early morning Fantasyland visits, at least on non-early entry days (M, W, F).

I am pretty sure SBLCB opens one hour late every day. CJRR not so sure. Not open for MM but I think they sometimes open at park opening and sometimes one hour later too.

When we were there, on Magic Mornings we rode our way through Fantasyland, (you should start with Peter Pan, then Dumbo) and by the time we were done with Fantasyland, and the Matterhorn and Nemo, (which had super short lines pretty much our entire trip, I think its popularity has greatly diminished) SBLCB was open and we would ride that next. The lines for that sure do move slowly. But it is one of my favorites also. The attention to detail is amazing. We rode it several times on our trip. Love it!! Be sure to ride it at night also. It is very beautiful at night.
